Where is it written that Christ went back to those in Noah’s time?
This answer deserves a little help. We find it in 1Peter 3 let’s pick it up with verse 18.
1Pet.3:18] For Christ also hath once suffered for sins, the just for the unjust, that he might bring us to God, being put to death in the flesh, but quickened by the Spirit:
Quickened means; made alive. We are speaking of Salvation here. all who lived and died before the crucifixion did not have the chance of repentance. If one died without the blessing of the law of Moses, and did not know of the sacrifices, how then could he receive forgiveness.
1Pet.3:19] By which also he went and preached unto the spirits in prison;
Here is the most important verse to answer your question. Jesus went to the other side of the Gulf (Luke 16), as written In Prison, and he preached to them salvation. Many believed.
1Pet.3:20] Which sometime were disobedient, when once the longsuffering of God waited in the days of Noah, while the ark was a preparing, wherein few, that is, eight souls were saved by water.
Here it is written Jesus went back to all those who weren’t afforded his selfless sacrifice of himself. Longsuffering is patience. God’s plan all along was for salvation, but these lived and died before Jesus would be crucified. Note here that it says The eight souls were saved by water, a form of baptism.
1Pet.3:21] The like figure whereunto even baptism doth also now save us (not the putting away of the filth of the flesh, but the answer of a good conscience toward God,) by the resurrection of Jesus Christ:
Baptism brings a change in us, which gives us a good conscience. Topical Teaching; Baptism and to be Baptized. By his resurrection; simply means because Jesus defeated Death, that is the Devil. Heb.2:14.
1Pet.3:22] Who is gone into heaven, and is on the right hand of God; angels and authorities and powers being made subject unto him.
How did Matthew know that the angel of God sat on the rock that was rolled away from the tomb?
Because we find that Jesus was with them for forty days after his resurrection. Let’s go to Acts 1 and verse 2 reads.
Acts 1:2] Until the day in which he was taken up, after that he through the Holy Ghost had given commandments unto the apostles whom he had chosen:
[3] To whom also he shewed himself alive after his passion by many infallible proofs, being seen of them forty days, and speaking of the things pertaining to the kingdom of God:
It is this “Speaking of the things pertaining to the kingdom of God” that tells us he would give to them the Spirit to write all the gospels and many more books. Let’s have John tell us in the very last verse of the Gospel of John and John 21 and verse 25 reads.
John 21:25] And there are also many other things which Jesus did, the which, if they should be written every one, I suppose that even the world itself could not contain the books that should be written. Amen.
